How to prevent my patio furniture cover from blowing off?

   Does the cover have any eyelet holes, if it does use octopus straps to tie down

   Weigh it down with bricks, or anything heavy enough.

   We solved this problem by sewing on velcro to the bottom edge of the cover so that we could tighten up the bottom of the cover, around the chair legs, it worked.
